the opening_hours kind-of explains it:
>  Exceptions to a range of days, first the range then the exception (e.g., >

Therefore:
Mo-Fr 08:00-12:00; We 14:00-18:00 ➡ not open Wednesday 11:00
Mo-Fr 08:00-12:00; We 08:00-12:00, 14:00-18:00 ➡ open Wednesday 11:00

However, this is exactly the kind of problem that is in desparate need of a good explanation.
