Really? You need the whole outline (i.e. the relation) to do something similar, otherwise you'll end up with text outside the boundary.

Also, it should be pretty simple to add some correct automatic naming to editors like JOSM without abusing the name tag, the rule would probably be "pick members with highest classification, join them using /".
