Both are correct. It depends on the local community which one they
choose to use.

I personally prefer type=boundary relations since you can add other
member roles (like admin_centre) which are invalid in a
type=multipolygon relation. The people who prefer multipolygons (e.g.,
OSMI developers) would say that you should encode the geometry using a
multipolygon relation and then use a super-relation to represent the
administrative entity with additional roles but I think that just
makes it too complicated.
