[Tagging] Feature Proposal - RFC - (multiple addresses)

I created a proposal for an extension to the addr:* scheme, aiming to 
resolve the issues with objects that have multiple addresses.

I hadn't noticed that there had already been a similar proposal:

It differs in 2 aspects:
- My proposal follows a suggestion by BoricC to include an additional colon 
between "addr" and the number, in order to improve readability.
- My proposal considers the number-less addr tags just as defaults for the 
actual addresses (starting with number 1) as soon as there are multiple 
addresses. This makes some data invisible to existing applications, but I 
think that the advantages prevail. E.g. you don't need to set empty tag 
values when one of the addresses includes a street and the other doesn't.

Please use the discussion page in the Wiki to avoid spreading the discussion 
over several places. The discussion page is currently missing structure 
though. (People were opposing before the draft was even finished.)
