According to the OpenStreetMap Wiki, historic=memorial is for
"remembering special persons, peoples lost their lives in the world
wars." A historical marker is for more than just people who lost their
lives in a war.

A few examples:

* CASA DE GOVERNOR PÍO PICO - former residence of the last Mexican
governor of California.
* BLACK STAR CANYON INDIAN VILLAGE SITE
* STAGECOACH INN - a historic inn
* JUANA BRIONES, PIONEER SETTLER OF YERBA BUENA

I am open to changing the definition of historic=memorial to include all
historical markers and not just memorial to individuals. Would that be
a better option?
