[Tagging] foot=yes or bicycle=yes on track without other limitations?

I know there is some controversy (
http://wiki.openstreetmap.org/wiki/Path_controversy) over the tagging of
paths, so perhaps adding those tags would be for clarification, in case the
user interprets the footway in some other way.
