[Tagging] "State of repair" tag

We have a key "disused" (http://wiki.openstreetmap.org/wiki/Key:disused)
meant for things like abandoned railways or indefinitely locked car parks.
When used as directed the item will disappear from maps and be invisible to
rendering software.

I'd like to discuss a tag for things that might need repair (more like what
http://seeclickfix.com/ does)/
A way to tag a gate as not really working.  Or a water fountain that is
still there, but empty.  Or a drinking water
fountain that sprays you in the face but still delivers water.

I've toyed with "stateofrepair" and "stateofrepair:note".  Your thoughts?
