While there is considerable interest in historical data attached to OSM
objects, the image tag is not the place to innovate.
The same desires exist for building outlines, roads, etc.

OSM's core purpose is for things that are observable now. Things one can't
observe are problematic in OSM.
Abandoned objects however are fine:

They should be mapped as they are now, and can leave some traces as to what
they were.
