[Tagging] Feature Proposal - RFC - image

I am formally opening up the proposal period for the* image= *tag.

As this tag has a long history of productive use, I hope to run this
through the process relatively quickly.  Your beauty edits to the wiki are
very welcome.

I've left out: multiple images, historic images, figuring both are really
wider discussions.
