[Tagging] RFC: wheelchair:toilets=yes/no

Hi Bryce,

I'm the co-founder of Wheelmap and also the initiator of this proposal.

I totally agree with you:
- the tagging of stand-alone toilets should remail
wheelchair=yes/no/limited.
- other POIs need more detailed information about the toilet, that's why I
propose toilets:wheelchair=yes/no (It is the no1 request by users of
wheelmap, see here: http://wheelmap.uservoice.com/forums/31554-general )
