Given that you seem to refer to the situation in Germany, can you give some
reference to back up this view? AFAIK "Radfahrer absteigen" is not a sign
described in the StVO., nor is it contained in the "Bußgeldkatalog"
(schedule of fines), see e.g. here: (in German)

The second document cites a situation like the one you describe and
indicates that you can use the road if there is a bicycle dismount on the
cycleway / pedestrian way.
