You should ask the developer for clarifications.

But personally I agree with him. The effort to develop this functionality
wouldn't be worth it.
I don't think any website I added until now had contact metadata. Most
people probably wouldn't even know this feature existed if it did.
As far as I know, you can always develop a JOSM plugin (or hire someone to
do so) if you need it.
