this is entirely dependent on the culture, but I agree that in the region I map nudism=no can safely be assumed to be the default. 

Maybe a more generic tag like dress_code would also catch these places? This was already proposed some time ago IIRR. Besides restaurants or beaches the dress code tag might also apply to other places, eg in Italy for most religious places you are expected to have your shoulders covered and shorts are often not allowed (eg monasteries and churches).

It could also be interesting sometimes if nudism is obligatory or clothing is admitted as well
