[Tagging] How to tag an imaginary oneway barrier

http://goo.gl/maps/H49dF on cycleway going down the hill. Note that it is possible count this entire traffic interchange as a giant traffic planning bug (especially cycleways).

I encountered the same for cars, in Poland in mountainous areas very, very, very rarely there is a maxspeed for downhill direction without anything in the different direction.

Are there some real world examples where a maxspeed for opposing direction 
is really different? (Signage bugs don't count or short sections that 
occur due to sign placement).
