[Tagging] wiki definition for man_made=works

Currently the wiki states that man_made=works is a tag for buildings, while
IMHO it would be better to see it as a tag for a factory (partly already
confirmed by actual current tagging). This should be used similar to
amenity=school etc. and comprise the whole area of the plant, while
singular buildings can be tagged as specific buildings.

Is there agreement to update the definition?
