[Tagging] min_age vs. minage

Hello everyone! Target minage (age_group) should be different from legal
minage (current tag min_age). I have reason and explanation for this.

I have found age_group (not legal age, but something like target_age) tag,
but right now is only proposal and defined only for 4 amenity
<http://wiki.openstreetmap.org/wiki/Key:amenity>=* features.

Real example:
amenity=kindergarten
min_age=0 (legal access, everybody who can walk can enter)
max_age=infinity (legal access, everybody who can walk can enter)
age_group=3;7 this place is only really good for this age (POI).

Real example #2 (simple kindergarten in Russia):
amenity=kindergarten
age_group=3;7

Real example #3 (preschool kindergarten in Russia):
amenity=kindergarten
age_group=6;7

Ages of preschools differ not only per country but also inside country.
