As far as I understand it, there is a difference between
"maxspeed=<countrycode>:<zone type>" and "maxspeed=number":
The former is implied by the street-type (e.g. motorway) or other
factors (e.g. inside a built-up area), whereas the latter is implied by
street-signs at the street.
