[Tagging] man_made=pipeline - is onewayness implied?

Flowing direction does not really work with waterway especially
waterway=canal and it will not work with pipelines.

Better use an own tag like flow_direction=forward/backward/both/none or
similar. This way we will cover all three cases mentioned below.
