[Tagging] leisure=events

Thanks for the suggestions so far,

Martin, English is not my native, so in fact I haven't heard about
fairgrounds before :), but in the case I was referring to the value
fairgrounds, and I knew about it by searching at taginfo after you
mentioned it. There are some cases of "fairgrounds" being used with
amenity, landuse and leisure, but as I said before, the events value, as a
generic use of land for festivities, encompasses it, as fairgrounds seems
to be specific for fairs (according to a quick search I've done in the
internet). Anyway, there should be a padronization for these kind of places.

John, I haven't found much info on landuse=civic, so could you please
describe it a bit more? Event areas are well delimited and may or may not
have buildings inside it (there is a circus-specific area in my city that
is only a grassland where circus tents and attractions are mounted
http://binged.it/19kxgU2), but these buildings are used specifically during
the events. Buildings and other facilities inside it, as amenities or
leisures, may have as well their proper names and values, but the
designated area they may be in has mainly the purpose of receiving people
for local shows and has a name of its own.
