A comment on your rendering proposals:

In your proposal you write:

Rendered as: a dashed line in blue off to one or both sides of a road (for
example) :
and
cycleway <https://wiki.openstreetmap.org/wiki/Key:cycleway>=soft_lane
<https://wiki.openstreetmap.org/w/index.php?title=Tag:cycleway%3Dsoft_lane&action=edit&redlink=1>
could be rendered as a solid, dashed, or dotted line in (for example) blue
off to one or both sides to the road, similar to the way it is done by
opencyclemap <http://www.opencyclemap.org>.

The dashed blue line / solid blue line are used by OCM to render a parallel
cycleway / an on-road cycle lane. So these two renderings are already taken
in OCM and should be recommended for the new soft-lane tag.
