[Tagging] Feature Proposal - RFC - Reception Desk (mark 2)

Hi,

Request for comment/s on the proposed tag "amenity=reception_desk". This 
is the second attempt at this.

Reception desks can be hard to find, e.g. in multibuilding complexes 
where only one reception desk occurs.
Hotels have them, larger offices have them, they are hand things for 
visitors to locate.

This new proposal has explanations for;
Why the amenity key is selected.
Why desk appears in the name.
How to relate this feature to other objects.
How this relates to Indoor Tagging (basicly the same as any other 
amenity, office, shop tag .. it doesn't .. Indoor Tagging will have to 
deal with ALL these in the same way).
