Sure, I understood what you meant...

...My point was that it's too often hard to determine which one would 
be which or if both should be =main based on survey alone or simply too 
subjective. Based on your condition it could even be that both 
would be leading to garden/parking and should be marked as =service?!?
I don't think we should make mapping them harder than it needs to be
(e.g. such a complicated decision between main and service). But like 
I said earlier, it might be easier in some other country so I cannot claim 
that it would be universally hard to determine (perhaps yours belongs to 
that category?).

No! If it leads to the staircase it's entrance=staircase regardless of 
such subjective main/service distinction which is mostly bogus anyway as 
functionally it's an entrance to an staircase. I know that in many cases 
one could clearly get that main/service right but there are way too many 
cases where it's not clear. I'd want use entrance=service if and only if 
the entry goes e.g. through a bicycle storage room or it's extremely clear 
that it's restricted backdoor (usually here this latter case won't even 
have marking for addr:unit so one might not even know by survey alone that 
it'd lead to any staircase directly).

Sure, we can also map roads as areas and lots of problems would go away 
but that's not happening in large scale. Even less likely to happen with 
staircases that are spaces that members of public might not have right to 
enter without good reason (e.g., to survey. I suspect it wouldn't count as 
"good reason" :-)). No offence, but I think building:part=staircase on 
large scale is just wishful thinking ;-).
