[Tagging] Highway barrier

I think this does it:


*barrier=spikes*
*oneway=yes*
*access=yes*


As a node on the one way street way. No router will route around it.  A
smart router can notice the spikes.
The oneway on the node is redundant for emphasis, as that's also implied by
the way.
