Many current photo meters will read in lux, and down to 0.1 lux or so.
I think the levels of interest are from about 0.1 lux to about 200 lux.
(It's ridiculous to have 200 lux outside, but it happens.)
I'd split this as
min < 0.1 lux - dark
min >= 0.1 lux - dim
min >= 1 lux - low
min >= 5 lux - sufficient
min >= 20 lux - bright
(Full moon provides about 0.3 lux)
