[Tagging] Feature Proposal - RFC - goods_conveyor

I resurrected this old draft, because we need a tag for this and I know of
no alternative tag currently in use. I wonder if "goods" may be misleading,
because I think of goods as finished products, while many conveyors carry
raw materials. Anyway, there are 589 uses of man_made=goods_conveyor, so we
better stick with it.
