[Tagging] tagging large intersections cross-road sections

We steered far from the original question.

What if we mapped intersections as areas, and then map lanes inside them
and tag them with something like highway=intersection_lane?

There was a simmilar proposal some time ago:
https://wiki.openstreetmap.org/wiki/Lanes_and_complex_intersections_visual_approach

I don't agree with everything in this proposal, but the overall idea seems
good. We will never be able to represent all those complicated lanes drawn
on the road only with tags. If we want the driver to know exactly what an
intersection looks like, we're going to have to draw directions of lanes.
