[Tagging] recommend tagging of volcanos as ways rather than nodes

volcano and peak are both mountains and we do not have an area tagging
system for fuzzy areas.

Talk a look at e.g Hawaii and please tell me where the volcanoes start.
Somewhere below sea level ?

So far volcano should be mapped as node and everything else like crater
need an own tag.
