[Tagging] recommend tagging of volcanos as ways rather than nodes

yes, but the natural=volcano page states that you shouldn't use this peak
point, you should rather "Place [the node] as close to the centre of the
main crater/caldera/vent as you can." i.e. it asks to use an arbitrary
"centre" point.
