Usually that would be access=destination. Not quite the same that you can
only drive it if you're _from_ that street...

Enough cities have done this now that I'm thinking Tulsa's actually
relatively rare in that it's bicycle boulevards are *not*
motor_vehicle=destination
with lots of bicycle exempt turn restrictions.
