[Tagging] Feature proposal - Voting - Power supports refinement

Hi all,

I'm pleased to announce the beginning of the vote for the power supports
refinement proposal. It will end by May 28.

This proposal define more precisely the attributes for power poles and
tower but introduces 3 more types of supports too.
Portals, terminals and insulators may allow most advanced mappers to best
describe power infrastructure.

Keep in mind that most of this material is optional, advanced and a basic
mapping section is available at the top. A few keys/values only are
recommended or mandatory.
The key point is the definition of towers and poles by their structure and
not by the voltage they carry.

This proposal is the first document resulting from the split of the legacy
power transmission refinement proposal (which is abandoned). The second one
regarding power paths isn't complete yet.
