[Tagging] amenity vs. shop *=ice_cream

shop=ice_cream looks like just an outdated version of amenity=ice_cream 
or are there really shops that just sell ice cream you can put in the 
freezer at home (like what you get at a supermarket)?

At least that would have been my interpretation of the tag.

And there seems to be some support for shop= but I don't really get the 
reasoning.
