[Tagging] Opening hours, default for public holidays

banks are a particular amenity with typically very limited opening hours compared to other amenities. Germany is an exception too, because of a nazi law still in place which forces most businesses to remain closed on Sundays and public holidays, I'm not sure whether it would leave to sensible global default suggestions if we'd use the German situation as a model.
