[Tagging] improve tagging of traffic_calming

If the highway=traffic_calming is obsolete in those cases -
why isn't

> A few nodes were tagged with crossing=*, in those cases I added the tag
> highway=crossing (and kept the traffic_calming=* tag)

highway=crossing obsolete in this cases?
