In my opinion overlap can be substantial (+ club=art and the likes). I
see that art is a common activity for people gathering together and
socializing. For now I see community centre as something between social
facility (help, care and socializing) and art club/art gallery/cultural
centre. Name is not enough to distinguish them in many cases.
The problem is also present with concert halls for example: this kind is
overlaping with theatre and general venues hall (convention center).

That's kind of question which is important exactly when crafting tagging
schemes. Otherwise you may end up mixing all the things together, giving
hard time to the mappers who want to tag the ground truth - for example
memorial=war_memorial (function) and memorial=stone (form).
