If you look at my example, you will see that it's not lasting 1 day in a
whole year but every day during 2 months of it, most of the day, and
it's not in a very few streets but, according to here (sorry for a
stupid PDF)

That makes most of the streets in a village except the two main roads.

The deep question is: would it be useful?  Would it be visible on a map
(1)? Would Osmand detect that a destination is unreachable at the
calculated time of arrival and advise to start the journey ½h sooner or
later? 
Or are time conditional restrictions a loss of mapping time?

(1) that for example shows paths where pedestrians can go but not road
crossings where they must go
