[Tagging] bus networks in Hong Kong

In the Netherlands we use the concession for network. The whole country is
divided into concessions and once every 6-10 years companies can bid to
drive the concession.

And we usually don't put network tags on routes/route_masters but have a
network-relation including all the route_masters
