first of all tagging frequence:

*shelter_type* <http://taginfo.openstreetmap.org/keys/shelter_type>

*shelter:type* <http://taginfo.openstreetmap.org/keys/shelter%3Atype>

the first is a flat term (the underscore is a substitute for a space),
while the second can be seen structured (first level shelter second level
type). The second form would seem more logical in this case. ;-)
