man_made=pipeline is not a water specific key and It's a great benefit to
get raw water hydrographic graph by looking at waterway=* only.
Like highway=* is not specific to open air roads but for bridges and
tunnels too, I don't see any objection to involve tubes and pressure pipes
into waterway, with a new dedicated value as to not break things regarding
existing consumers.

I agree it's not perfect

How can I refine it ?
It is intended for pipe flow waterways

I really have difficulties to understand a tunnel without tube carrying
pipe flow water as man_made=pipeline
Then waterway=pipeline sounds more restrictive than its actual target.
