[Tagging] nominal, outer and inner diameter

Hi,
When looking at diameter=* key wiki page, it recommends using
outer_diameter and inner_diameter since diameter=* is dedicated to nominal
one.

Shouldn't we introduce diameter:outer and diameter:inner instead?
There is currently no use on taginfo, and I need to deal with outer
diameter in a pending proposal.
Mappers can easily measure outer diameter of pipes, while it's harder not
to mention impossible to measure inner.
Nominal is often written or molden directly on pipes or hydrants.
That's why we need to distinguish them.
