the wiki says it is used for both typologies:

and suggests these subtags for distinction:
- self_service <https://wiki.openstreetmap.org/wiki/Key:self_service>=
*yes/no* (often "coin operated")
- laundry_service
<https://wiki.openstreetmap.org/wiki/Key:laundry_service>=*yes/no*
(staff doing the actual washing)
