That's why, many years ago, the ability of having the same tag multiple
times with different values was removed from the API (I think in the
0.3->0.4 move but I'm not entirely sure). There weren't any data
consumers even expecting that (most would store the tags in a hash map),
and the existing editors were certain to break objects with such tagging.
Perhaps a lesson can be learnt from that, and it would be good to do
this the reverse way: Think about a good UI for multiple values (and
perhaps a good representation of multiple values in osm2pgsql and
PostGIS and the Carto style), experimentally implement that, and *then*
campaign for using certain tags that work with that...
