I would do it similarly, but put less emphasis on the traffic lights, something like 
vehicle=no
vehicle:conditional = yes @ (22:00-06:00)

(or are the restrictions for pedestrians as well?)

then you could add the traffic lights and add some tag for the frequency (or make it up if there isn't), and a note...
