[Tagging] admin_level with office=government

Because somebody decided (without discussion, it seems) to use
admin_level for office=government, inserted it in the wiki, then
somebody accepted that what is on the wiki is the truth and copied to
another page, without even questioning if this makes sense or not.

That is why this paragraph appeared there, without any previous discussions.
