[Tagging] Feature proposal - RFC - Transformers extension

Hi all,

I recently completed my draft for power transformer extension proposal
https://wiki.openstreetmap.org/wiki/Proposed_features/Transformer_extension_proposal

It introduces tags but no replacement of previously reviewed ones.
Main adds are as follow:
voltage:primary
voltage:secondary
windings:*
devices

This this a formal RFC to gather comments on how to improve it prior to
vote.
