Thanks for the effort you put in this proposal and splitting it again.

Regarding your last question how to proceed:

I would aim for the proposals to get approved (even if it only means 
that there are some people on the tagging list how voted for it and it 
is not related to all the other mappers out there).
Because having the proposals approved it is easier to argue with the 
projects using the hydrants data to adapt the new scheme.

Apart from that the recent proposal split makes sense for me and I see a 
chance that part 2 and 3 will be approved.

If not:

Propose.
Discuss.
Vote.
Repeat.
