Suction head is the right word in hydraulics.

For these cases and for ponds or rivers where the water level may vary, we can use:
min_scution_head=# (meters) when water level is high and the distance from ground level is to the minimum
max_suction_head=# (meters) ) when water level is low and the distance from ground level is to the maximum

No, it isn't restrictive. For swimming pools you can place a node where you can park the fire engine (or where there is the SWS sign) with tags emergecy=suction_point + water_source=swimming_pool + water_volume + ...
