we also have these in Rome, and generally in Italian city centers it is common. These are not pedestrian zones but vehicular traffic is restricted.

There is a proposal how to extend current access tagging:

There are not so many instances tagged with a proposed relation: https://taginfo.openstreetmap.org/tags/boundary=limited_traffic_zone

The scope of the limited traffic zone is to get an object to store the name and boundary of a zone, which can be used for display on a map, but in theory would also allow to avoid these areas if the router has such support.
