I'm not astonished. As I said, there used to be examples around here.
I'm not sure that http://www.dec.ny.gov/outdoor/2574.html doesn't ever
overlay atop another permit scheme, although it wouldn't surprise me.
Except that 'snowmobile' is usually a top-level transportation mode, so
just 'snowmobile=no' in your case.

Yeah, I guess given the subtags, that makes sense. Not something I
feel strongly about, so let's make it so.
