[Tagging] highway=stop and highway=give_way to traffic_sign=stop and traffic_sign=give_way

Those two tags go way back. Stop signs are important, so we've been mapping
them before the more general traffic_sign tags came along.

I'm using them as nodes on the highway, more to indicate the effect of
signage, than to indicate signage and traffic signs themselves.
