Right. It would make sense to have a ref=* tag for things
like the Pennsylvania State Game Lands, for example:

(In this case, it's also arguable that the name of the thing
is indeed "Pennsylvania State Game Land № 316,"
but I'd surely not object to tagging the object with
a reference number.
